\npeople in our society are fairly
\ncynical about government, and
\nsuspicious of what is being
\ndone while others complain
\nthat they feel powerless to
\nhave a voice in what govem-
\nment is doing.
\nOn the other hand, local
\ngovernment officials complain
\nthat they go to a great deal of
\ntrouble to tell people what
\nthey are doing and to try to
\nfind out what the majority of
\npeople think of their ideas and
\nthe usual reaction is a polite
\nyawn from the voters.
\nIn Provo, where advance
\nplanners are working on a new
\nmaster plan for the city which
\nis designed to chart the
\ndirections and the type of
\ngrowth that should occur in
\nthe next 20 years, both groups
\nhave an excellent chance to
\nchange the traditional
\ninfomation gap that exists
\nbetween the voters and their
\nelectorate.
\nCity Planner Jerry Howell is
\npleading for the public to take
\nan interest in the city’s new
\nover – all plan. He said he feels
\nlike an architect who has been
\nasked to design a house for a
\nfamily who will not tell him
\nwhat kind of house they want
\nand how they want to live.
\nThus far, the city’s
\nneighborhood chairmen have
\nshown an interest in the
\nproject and they have com-
\nmitted themselves to spend a
\nconsiderable number of hours
\nstudying land use,
\ntransportation, community
\nand govemmental facilities,
\nparks and open spaces,
\nhousing and other
\nneighborhood needs.
\nThey are to be commended
\nfor their effort to represent
\nthe variety of neighborhood
\ninterests, but no one expects
\nthem to be able to know about
\nevery need, or that they have
\nthe wisdom to be able to
\noutline proposals that will
\nsolve every problem.
\nIt is not very often that the
\ncitizens of a community are
\ninvited to make an overall
\nplan for the clty’s future, and
\nit is to be hoped that the many
\ntalented people of Provo will
\nnot sit back and leave it to the
\nother fellow to set out what the
\ncity should be like 20 years
\nfrom now.
\nMr. Howell explained that
\nProvo’s general plan needs
\nperiodic updating and it is
\ngenerally in a continual state
\nof revision, but at the same
\ntime he said it is a document
\nthat has a great impact on
\ndevelopment of every type
\nthat is proposed for the city.
\nAll businesses and industry
\nmust obtain a variety of city
\npermits as does every
\ndeveloper of property before
\nhe can build. Before these
\npermits are issued, the city
\nchecks the general plan to see
\nthat the project harmonizes
\nwith the objectives for the
\nneighborhood involved toboggan gonflable<\/a>.
\nSo year in and year out,
\nthousands of decisions are
\ninfluenced by the city’s
\ngeneral plan. A plan with
\nmaximum input will have the
\nbest chance of being
\nimplemented in the city
\nbecause the city fathers will
\nhave confidence in the goals
\nset for the city.
\nWe are all interested in how
\nthe city should grow, and we
\nare all especially interested in
\nwhat our neighborhoods should
\nbe like so let’s support the
\nneighborhood committees by
\ncalling the city’s planning
\ndepartment to ask how we can
