Assistant Secretary of State<br \/>\n Thomas Enders said Cuba is most active<br \/>\n in Central America &#8220;where ia immediate<br \/>\n goals are to exploit and control the<br \/>\n Nicaragua revolution and induce<br \/>\n overthrow of govemments of E1 Salvador<br \/>\n and Guatemala.&#8221;<br \/>\n Under-Secretary of Defense Fred lkle<br \/>\n wamed of Cuba&#8217;s role in a &#8220;new<br \/>\n lmperialism&#8221; which has &#8220;expanded in the<br \/>\n East and is expanding still, stretching<br \/>\n from ttre center of Europe to Afghanistan<br \/>\n and Mongolia. with outlying colonies and<br \/>\n military outposts across the globe,<br \/>\n including Vietnam, South Yemen and<br \/>\n Angola.&#8221;<br \/>\n He called Cuba the New 1mperiaIism&#8217;s<br \/>\n &#8221;crown colony in the Caribbean,&#8221; a direct<br \/>\n military threat to the region, and an arms<br \/>\n depot and logistics base for annexations in<br \/>\n Africa and Central America.&#8221;<br \/>\n Soviet Union arms shipments to Cuba<br \/>\n since 1960 have totaled about $2.5 billion.<br \/>\n llde sard, and 1981 imports were the<br \/>\n highest since 1962, year of the missile<br \/>\n Enders testified that four developments<br \/>\n combine to create a &#8220;state of danger&#8221; in<br \/>\n the Caribbean Basin:<br \/>\n lll New Cuban strategy to unite, arm<br \/>\n and train the &#8220;left&#8221; in countries of the<br \/>\n region: ll) severe economic crisis: 131<br \/>\n the developing role of Nicaragua as a<br \/>\n platform for intervention throughout<br \/>\n Central America; and m me struggle in<br \/>\n El Salvador.<br \/>\n &#8220;If after Nicaragua, I-11 Salvador is<br \/>\n captured bv a vrolent muon-itv what emot-.<br \/>\n tu Central America will be able to resist?&#8221;<br \/>\n Enders asked &#8221;l-low long would it be,<br \/>\n before the major strategic U.S. interuts<br \/>\n 7 the canal, sea lanes, oil suppliu- were<br \/>\n at risk?&#8221;<br \/>\n Enders gave a country-by-country<br \/>\n report on what he called Cuba&#8217;: renewed<br \/>\n efforts to &#8220;stimulate violence and<br \/>\n destabilize its neighbors, tuming away<br \/>\n from its earlier policy of normal<br \/>\n diplomatic relations.<br \/>\n Included were E1 Salvador, Guatemala,<br \/>\n Costa Rica, Honduras and Nicaragua in<br \/>\n Central America; Jamaica. Grenada and<br \/>\n the Dominion Republic in the Caribbean:<br \/>\n and Columbia, Chile. Argentina and<br \/>\n Uruguay in South America.<br \/>\n lkle said Cuban military capability is<br \/>\n &#8220;far in excess of any actual or imaginary<br \/>\n defensive needs,&#8221; with an army of over<br \/>\n 225,000, a navy of about 11,000, and air<br \/>\n defense forces of 18,000.<br \/>\n &#8220;Fidel Castro maintairu about a 10-to-20<br \/>\n times larger military effort than any<br \/>\n other major nation in this hemispbse,&#8221;<br \/>\n lkle declared.<br \/>\n Cuba&#8217;s neighbors in Central America,<br \/>\n except Nicaragua, have small defense<br \/>\n forces which vary from almm none for<br \/>\n Costa Rica to about 8,000 to 10.000 for<br \/>\n Panama and 15,000 to 1u,000 for Honduras<br \/>\n and Guatemala. E1 Salvador has about<br \/>\n 20,000 under arms. an expansion forced<br \/>\n &#8220;because of totalitarian aggression<br \/>\n against rL&#8221;<br \/>\n lkle said Cuba&#8217;s military arsenal<br \/>\n includes over 200 MIG fighter aincraft and<br \/>\n 650 tanks. Soviet Union influence is<br \/>\n pervasive, with a brigade of 2,600 to 3,000<br \/>\n near Havana, 6,000 to 8,000 civilian<br \/>\n advisers, and 2,000 military advisers on<br \/>\n such sophisticated weapons as the MlGs<br \/>\n and surfaceto-air missiles.<br \/>\n Enders said Cuba&#8217;s campaign of<br \/>\n violence has caused deteriorating<br \/>\n relations with several neighboring<br \/>\n countries. But mis doesn&#8217;t necusarily<br \/>\n ease the military threat. &#8216;<br \/>\n Concem extends to critical sea Lani<br \/>\n es-pee-ra&#8217; lly with Soviet naval vese<br \/>\n increasing their presence in the South<br \/>\n Atlantic Lilrfold in the last decade. ln<br \/>\n peacetime, 44 percent of all foreign trade<br \/>\n tonnageandti-jrercerrtofthecrrrdeoiltrn<br \/>\n the U.S. pass through the Caribbean.<br \/>\n it is obvioru from reading the Enders<br \/>\n andlltlereportstliatitworddbeascrlorrs<br \/>\n mistake if the U.S. and other Western<br \/>\n Hemisphere nations played down ttre<br \/>\n military threat the Soviet-Cuban arserul<br \/>\n represents only 00 miles from Florida<br \/>\n lt&#8217;; encouraging that U.S. officials are<br \/>\n addrusing the problem; ako that a<br \/>\n favorable consensus toward a more<br \/>\n cooperative mutrral security effort was<br \/>\n developed at the llttr conference of<br \/>\n American armies in November and the<br \/>\n more recent Organization of Ar-ner-ican<br \/>\n States meeting in St. Lucia.<br \/>\n &#8216;1&#8217;he whole question deserves high<br \/>\n priority.
