\n of the activities of Soviet-backed Cuba in
\n supporting violence and insurgencies in
\n the Caribbean and latin America should
\n not go unneeded.
\n ‘ Addressing the Subcommittee on
\n westem Hemisphere Affairs of the Senate
\n Committee on Foreign Relations in Mid-
\n Decmeber. Assistant Secretary of State
\n Thomas Enders said Cuba is most active
\n in Central America “where ia immediate
\n goals are to exploit and control the
\n Nicaragua revolution and induce
\n overthrow of govemments of E1 Salvador
\n and Guatemala.”
\n Under-Secretary of Defense Fred lkle
\n wamed of Cuba’s role in a “new
\n lmperialism” which has “expanded in the
\n East and is expanding still, stretching
\n from ttre center of Europe to Afghanistan
\n and Mongolia. with outlying colonies and
\n military outposts across the globe,
\n including Vietnam, South Yemen and
\n Angola.”
\n He called Cuba the New 1mperiaIism’s
\n ”crown colony in the Caribbean,” a direct
\n military threat to the region, and an arms
\n depot and logistics base for annexations in
\n Africa and Central America.”
\n Soviet Union arms shipments to Cuba
\n since 1960 have totaled about $2.5 billion.
\n llde sard, and 1981 imports were the
\n highest since 1962, year of the missile
\n Enders testified that four developments
\n combine to create a “state of danger” in
\n the Caribbean Basin:
\n lll New Cuban strategy to unite, arm

\n the developing role of Nicaragua as a
\n platform for intervention throughout
\n Central America; and m me struggle in
\n El Salvador.

\n Enders asked ”l-low long would it be,
\n before the major strategic U.S. interuts
\n 7 the canal, sea lanes, oil suppliu- were
\n at risk?”
\n Enders gave a country-by-country
\n report on what he called Cuba’: renewed
\n efforts to “stimulate violence and
\n destabilize its neighbors, tuming away
\n from its earlier policy of normal
\n diplomatic relations.
\n Included were E1 Salvador, Guatemala,
\n Costa Rica, Honduras and Nicaragua in
\n Central America; Jamaica. Grenada and
\n the Dominion Republic in the Caribbean:
\n and Columbia, Chile. Argentina and
\n Uruguay in South America.
\n lkle said Cuban military capability is
\n “far in excess of any actual or imaginary
\n defensive needs,” with an army of over
\n 225,000, a navy of about 11,000, and air
\n defense forces of 18,000.
\n “Fidel Castro maintairu about a 10-to-20
\n times larger military effort than any
\n other major nation in this hemispbse,”
\n lkle declared.
\n Cuba’s neighbors in Central America,
\n except Nicaragua, have small defense
\n forces which vary from almm none for
\n Costa Rica to about 8,000 to 10.000 for
\n Panama and 15,000 to 1u,000 for Honduras
\n and Guatemala. E1 Salvador has about
\n 20,000 under arms. an expansion forced
\n “because of totalitarian aggression
\n against rL”
\n lkle said Cuba’s military arsenal
\n includes over 200 MIG fighter aincraft and
\n 650 tanks. Soviet Union influence is
\n pervasive, with a brigade of 2,600 to 3,000
\n near Havana, 6,000 to 8,000 civilian
\n advisers, and 2,000 military advisers on
\n such sophisticated weapons as the MlGs
\n and surfaceto-air missiles.
\n Enders said Cuba’s campaign of
\n violence has caused deteriorating
\n relations with several neighboring
\n countries. But mis doesn’t necusarily
\n ease the military threat. ‘

\n increasing their presence in the South

\n peacetime, 44 percent of all foreign trade

\n it is obvioru from reading the Enders
\n andlltlereportstliatitworddbeascrlorrs
\n mistake if the U.S. and other Western
\n Hemisphere nations played down ttre
\n military threat the Soviet-Cuban arserul
\n represents only 00 miles from Florida
\n lt’; encouraging that U.S. officials are
\n addrusing the problem; ako that a
\n favorable consensus toward a more
\n cooperative mutrral security effort was
\n developed at the llttr conference of
\n American armies in November and the
\n more recent Organization of Ar-ner-ican
\n States meeting in St. Lucia.
\n ‘1’he whole question deserves high
\n priority. Besidu keeping the peace, it is
\n vital that the American nations pruerve
\n the right to control their own destiniea
\n without manipulation from Havana and
