William E.\u00a0Dannemeyer, R-Calif.,\u00a0noted in a recent house\u00a0speech, &#8220;Until we agree on<br \/>\nwhat that cause is we cannot begin to deal with the\u00a0solution.&#8221;<br \/>\n&#8216; The Californian offered<br \/>\nhis remarks during house<br \/>\ndiscussion of the congres-<br \/>\nsional budget for the next<br \/>\nthree years. To shed light<br \/>\non inflation causes, he<br \/>\nquoted this revealing pas-<br \/>\nsage from a speech by<br \/>\nArthur Bums, banker and<br \/>\nformer Federal Reserve<br \/>\nBoard chairman, given last<br \/>\nSeptember at Belgrade:<br \/>\n&#8220;Viewed in the abstract,<br \/>\nthe Federal Reserve<br \/>\nSystem had the power to<br \/>\nabort the inflation at its in-<br \/>\ncipient stage 15 years ago<br \/>\nor at any later point, and it<br \/>\nhas the power to end it to-<br \/>\nday. &#8211;<br \/>\n&#8220;At any time within the<br \/>\nperiod, it could have<br \/>\nrestricted the money supp-<br \/>\nly and created sufficient<br \/>\nstrains in financial and in-<br \/>\ndustrial markets to ter-<br \/>\nminate inflation with little<br \/>\ndelay.<br \/>\n&#8220;It did not do so because<br \/>\nthe Federal Reserve was<br \/>\nitself caught up in the<br \/>\nphilosophic and political<br \/>\ncurrents that were tran-<br \/>\nsforming American life<br \/>\nand culture.&#8221;<br \/>\nDannemeyer quoted<br \/>\nBurns further: &#8220;The<br \/>\nEmployment Act<br \/>\nprescribes that &#8216;-&#8216;it is the<br \/>\ncontinuing policy and<br \/>\nresponsibility of the<br \/>\nfederal government to<br \/>\nutilize all its plans, func-<br \/>\ntions, and resources to<br \/>\npromote maximum<br \/>\nemployment.&#8221;<br \/>\n&#8220;The Federal Reserve is<br \/>\nsubject to this provision of<br \/>\nlaw and that has limited its<br \/>\npractical scope for restric-<br \/>\ntive actions -f quite apart<br \/>\nfrom the fact that some<br \/>\nmembers of the Federal<br \/>\nReserve family had<br \/>\nthemselves been touched<br \/>\nby the allurements of the<br \/>\nnew economics.<br \/>\n&#8220;Every time the govern-<br \/>\nment moved to enlarge the<br \/>\nflow of benefits to the pop-<br \/>\nulation at large or to this or<br \/>\nto that group, the assump-<br \/>\ntion was implicit that<br \/>\nmonetary policy would<br \/>\nsomehow accommodate<br \/>\nthe action.&#8221;<br \/>\nIn other words, Dan-<br \/>\nnemeyer concluded, when<br \/>\nCongress voted the ap-<br \/>\npropriation to advance<br \/>\nsome interest or cause,<br \/>\nthere was an implicit un-<br \/>\nderstanding that the<br \/>\n. Federal Reserve would ac-<br \/>\ncommodate the money sup-<br \/>\nply to finance it. &#8220;And that<br \/>\nis precisely what hap-<br \/>\npened. We have met the<br \/>\nenemy, and it is us &#8211; this<br \/>\ninstitution &#8230;&#8221;<br \/>\nApplying his remarks to<br \/>\nmodern-day economics,<br \/>\nDannemeyer asserted that<br \/>\nduring the past three and a<br \/>\nhalf years, &#8220;spending by<br \/>\nthis Congress has in-<br \/>\ncreased by 55 percent.<br \/>\nTaxes during the span from<br \/>\n1977-81 have risen by 7H<br \/>\npercent, and the inflation<br \/>\nrate during that same<br \/>\nperiod has been 42<br \/>\npercent.&#8221;<br \/>\nThe California lawmaker<br \/>\ngave Congress and the<br \/>\ncountry something to think<br \/>\nabout in his research and<br \/>\ncomments, Undoubtedly<br \/>\nthere are other sides to the<br \/>\nissue.
